{"id":34978,"date":"2023-04-03T18:12:32","date_gmt":"2023-04-03T16:12:32","guid":{"rendered":"https:\/\/deftech.ch\/?p=34978"},"modified":"2023-04-03T20:13:39","modified_gmt":"2023-04-03T18:13:39","slug":"the-autonomy-story-in-three-parts","status":"publish","type":"post","link":"https:\/\/deftech.ch\/de\/2023\/04\/03\/the-autonomy-story-in-three-parts\/","title":{"rendered":"The Autonomy Story in Three Parts"},"content":{"rendered":"\n\t<section class=\"section\" id=\"section_730432369\">\n\t\t<div class=\"section-bg fill\" >\n\t\t\t\t\t\t\t\t\t\n\t\t\t\n\n\t\t<\/div>\n\n\t\t\n\n\t\t<div class=\"section-content relative\">\n\t\t\t\n<div class=\"row\"  id=\"row-1374946292\">\n\n\t<div id=\"col-1310264127\" class=\"col small-12 large-12\"  >\n\t\t\t\t<div class=\"col-inner\"  >\n\t\t\t\n\t\t\t\n<p>Three separate February 2023 events offered a snapshot of the opportunities, implications, and concerns associated with the development and use of autonomous systems for military purposes.<\/p>\n<h3><strong>Part One:<\/strong> <strong>Another Autonomy Milestone Achieved<\/strong><\/h3>\n<p>Reporting from 13 February revealed that a joint US Department of Defense (DoD) team successfully executed 12 flight tests in which AI agents piloted a heavily modified F-16D Fighting Falcon and also engaged in autonomous dogfighting maneuvers. <a href=\"https:\/\/www.edwards.af.mil\/News\/Article\/3297083\/dod-artificial-intelligence-agents-successfully-pilot-fighter-jet\/\">The tests took place from 1 \u2013 16 December.<\/a><\/p>\n<p>The VISTA aircraft, which is short for Variable In-Flight Test Aircraft, used two complex algorithms to carry out dogfighting maneuvers against digital adversaries that were both beyond-visual-range and within-visual-range, marking an interesting and impressive step forward for the use of AI-enabled fighter aircraft.<\/p>\n<p>The tests are linked to a broader DoD effort to build an adaptable autonomy tool that can be applied to multiple planes across the US Air Force fleet and also to <a href=\"https:\/\/www.defenseone.com\/technology\/2023\/03\/how-self-flying-f-16s-will-enable-future-fighter-drones\/384501\/\">\u201cdevelop concepts for operating autonomous aircraft along or with other aircraft\u201d in human-machine and machine-machine teams.<\/a><\/p>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\n\t\n<\/div>\n<div class=\"row\"  id=\"row-1612179114\">\n\n\t<div id=\"col-747480590\" class=\"col small-12 large-12\"  >\n\t\t\t\t<div class=\"col-inner\"  >\n\t\t\t\n\t\t\t\n<h3><strong>Part Two: Understanding Implications and Risks<\/strong><\/h3>\n<p>Also in February, the book \u201cFour Battlegrounds: Power in the Age of Artificial Intelligence\u201d <a href=\"https:\/\/www.cnas.org\/events\/virtual-book-launch-four-battlegrounds-power-in-the-age-of-artificial-intelligence\">was released<\/a>. The book from Paul Scharre, vice president and director of studies at Center for a New American Security, explores competition in AI across data, computing power, talent, and institutions. It also offers insight on how AI is shaping the future fight.<\/p>\n<p><a href=\"https:\/\/bigthink.com\/the-future\/hyperwar-ai-military-warfare\/\">In an excerpt published on Big Think<\/a>, Scharre highlights the importance of swarming in future military doctrine. He asserts that AI will allow swarming of autonomous systems such as those demonstrated in the VISTA test described above to move from \u201cmerely a tactic used in certain situations\u201d to a capability that could \u201ccompletely restructure how militaries fight at the operational level of war.\u201d<\/p>\n<p>Scharre also noted that the use of fast moving swarms and AI more generally could\u2014over time\u2014increase the scale and speed of conflict so dramatically that AI-enabled capabilities \u201ccould begin to push warfare out of human control\u201d, creating the possibility that humans may \u201close the ability to control escalation or terminate a war at the time of their choosing.\u201d<\/p>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\n\t\n\n<style>\n#row-1612179114 > .col > .col-inner {\n  padding: 10px 10px 10px 10px;\n  background-color: rgba(39, 158, 233, 0.564);\n  border-radius: 25px;\n}\n<\/style>\n<\/div>\n\t<div id=\"gap-2189738\" class=\"gap-element clearfix\" style=\"display:block; height:auto;\">\n\t\t\n<style>\n#gap-2189738 {\n  padding-top: 30px;\n}\n<\/style>\n\t<\/div>\n\t\n<div class=\"row\"  id=\"row-1444830352\">\n\n\t<div id=\"col-2040064180\" class=\"col small-12 large-12\"  >\n\t\t\t\t<div class=\"col-inner\"  >\n\t\t\t\n\t\t\t\n<h3><strong>Part Three: Calls for Responsibility and Regulation<\/strong><\/h3>\n<p>On February 15-16, 2,000 delegates from 100 countries gathered in The Hague, Netherlands for the first ever <a href=\"https:\/\/www.government.nl\/ministries\/ministry-of-foreign-affairs\/activiteiten\/reaim\">Responsible AI in the Military (REAIM) conference<\/a>. The Republic of Korea co-hosted the event.<\/p>\n<p><a href=\"https:\/\/www.reuters.com\/world\/europe\/dutch-host-first-summit-responsible-use-ai-military-2023-02-14\/#:~:text=%22This%20is%20an%20idea%20for,in%20the%20military%20will%20be.%22\">In a press event before the summit,<\/a> Dutch Foreign Minister Wopke Hoesktra stressed that the conference \u201cis an idea for which the time has come. We\u2019re taking the first step in articulating and working toward what responsible use of AI in the military will be.\u201d He later added during the conference\u2019s closing that \u201cWe are in time to keep AI from spiraling out of control\u201d, expressing similar concerns as Scharre\u2019s about humans losing control of the actions of their AI creations.<\/p>\n<p>At the conclusion of the conference, the United States released a <a href=\"https:\/\/www.state.gov\/political-declaration-on-responsible-military-use-of-artificial-intelligence-and-autonomy\/\">Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy<\/a>. The document includes 12 \u201cbest practices\u201d that endorsing states should implement in their development and use of AI for military purposes that emphasize concepts such as safe and secure development, extensive testing, and human control and oversight, among others.
